<p>Loans from the government have lower interest rates. These include the poplular Stafford loans. Stafford loans are of two kinds: subsidized and unsubsidized. These loans are insured by the government. The government pays the interest for subsidized loans while the recipient is in school at least half-time. These are for people who have low financial status. The rate of interest for the federal Stafford loan is 4.70% during in-school period and 5.30% during the repayment period. There is also the parent loan for undergraduate students (PLUS) that allows parents to borrow any amount up to the cost of education. These are for parents who have dependent undergraduate students. Other loans for parents are: the college loan for parents or sponsors, and independent school loans for K-12. The federal PLUS loan has an interest rate of 6.10%. People may choose to open accounts with spousal contributions to save for their children&#8217;s expenditures. The graph below shows how a couple can contribute $5000 or less to the TFSA each year. Please note that since the couple was not able to contribute 5000$ in year 4 the rollover balance of contribution of 1500$ can be contributed in the following years. Hence in the following year the couple contributes 6500$ in all.</p>
<p>4. The money from the account can be withdrawn for any purpose. Even if a couple primarily wanted to save for their child&#8217;s education, they still may use the money to meet other needs as well.</p>
<p>5. The 2007 Federal Budget had amended the RESP on the following lines which is very beneficial for Canadian parents. Firstly the $4,000 limit on annual RESP contributions was removed. Secondly the lifetime RESP contribution limit was increased to $50,000 from $42,000. Both these changes offered more flexibility within the account. A person can now save more with the RESP. Thirdly the RESP account can be held for 36 years. Fourthly the maximum annual amount of basic CESG was increased to $500 from $400. These changes are likely to benefit the higher income group but certainly provide more savings options to parents in general.</p>
<p>6. Please note that there are different investment vehicles for investors. The issue is to have the correct savings strategy. At times it is better to consolidate your savings and at times it is better to put your savings in different baskets. For example you must save in a TFSA as soon as you turn 18 and have a propensity to save decent amounts. At this level you are not in a higher tax bracket to use RRSPs. As soon as your income increases you must consider investing in a RRSP. Later you can convert it into a RIF to get pension funds credit. Finally as soon as you plan to raise a family you must think about saving in RESPs.</p>
<p>Remember that if you are already saving in the Registered Education Savings Plan (RESP) it remains the best place to save for a child&#8217;s education because any contribution attracts the Canada Education Savings Grants (CESG) resulting in an immediate boost of at least 20%. With the introduction of the TFSA it is best to contribute enough to the RESP to get the maximum allowed CESG of $7,200 per child (for a total RESP contribution of $36,000) and save more in a TFSA.</p>
<p>It is good to save for your children&#8217;s future. Every parent wants to give his child the best upbringing and schooling. He knows that good education can shape the future of his child. He also knows that shelling out a large sum of money in a single go is difficult. Many banks, financial institutions, and brokerage firms are offering different TSFA options. It is best to set your financial goals keeping in mind the money required for your child&#8217;s education and to consider all the options the various firms are offering.</p>

I know, in my home, that sigh was very loud. I have been advising clients for years on college financial matters, but until you actually have gone through the process yourself, you don&#8217;t have any idea what it entails.</p>
<p>You are now waiting for the acceptance letters to come in from the various Colleges/Universities. So what do you do once you decide on the school of choice for your college-bound son or daughter? The next step is completing the FAFSA application. FAFSA stands for &#8220;Free Application for Federal Student Aid.&#8221; The free application is required every January 1st if you are seeking financial aid from the college/university (the first FAFSA you will be completing is the one due January 1st of your college-bound student&#8217;s senior year).</p>
<p>Oftentimes this aid takes the form of direct financial aid from the school or loans from the school, state or federal government, or a combination of all three. The FAFSA is very important for in many cases, you simply can&#8217;t do without the aid. Unfortunately, most of the federal aid has dried up and most available aid from the federal/state governments comes in the form of loans.<span id="more-174"></span></p>

<p>Colleges awarding aid do so in the form of scholarships, grants, loans and work-study programs. The amount of aid you qualify for depends on a very complicated formula which can be simplified into the following calculus version:</p>
<p>Financial Need = Cost of Attendance (&#8220;COA&#8221;) minus Expected Family Contribution (&#8220;EFC&#8221;).<br />
COA is the yearly cost of attending the college/university and includes tuition, room and board, books, supplies, transportation, loan fees, and other miscellaneous expenses, including lab fees, computers and computer supplies. The data for the EFC calculation comes from the information you include on the FAFSA form. EFC is determined by looking at the income and assets of the parents (Parent Contribution) and student (Student Contribution).</p>
<p>PARENT CONTRIBUTION</p>
<p>The parent contribution requires an overly complicated calculation, which is known as &#8220;Adjusted Available Income&#8221; (&#8220;AAI&#8221;). The higher your AAI, the less aid you will qualify for. AAI is a combination of available income of the parents (&#8220;AI&#8221;) plus assets of the parents. AI of the parents includes the following:</p>
<p>· Parents adjusted gross income from their prior year tax returns plus<br />
· Parents contributions to 401(k) and similar tax-deferred plans plus<br />
· Parents Keogh or SEP contributions plus<br />
· Parents tax-exempt income plus<br />
· Parents untaxed withdrawals from traditional and Roth IRAs plus<br />
· Parents pension income received plus<br />
· Parents untaxed income, such as excluded gains on sale of principal residence minus<br />
· Certain allowances that may be deducted from all of the above. This category includes subtraction allowances for payments made by the parents for federal income tax, social security tax, state and local taxes, an &#8220;income protection allowance&#8221; and an &#8220;employment expense allowance&#8221;.</p>
<p>When you add all of the above income items and subtract the allowances you get your AI. You add to your AI your assets, or more accurately your &#8220;assessable assets&#8221;. The assessable asset calculation for the parents only has to be included if the parents adjusted gross income is $50,000 or more. This is an important point since not having to include assets translates into more aid. If you live in New Jersey, you are likely making more than $50,000 and will be penalized by having to add your assets to this mixed up formula, thus decreasing your aid. If you are not confused yet you are likely a candidate for MENSA.</p>
<p>So let&#8217;s condense this Parent Contribution formula into a simple formula earthlings can understand:<br />
Certain income of parents minus Certain income allowances + Certain assets of parents minus Certain asset allowances by the government = (AAI)</p>
<p>STUDENT CONTRIBUTION</p>
<p>The Student Contribution formula is very much similar to the Parent Contribution above. The main difference is that the amount of income and assets the student is expected to use for their contribution amount is a higher percentage than that of their parents. There is a separate table for the Student&#8217;s Contribution that must be used in arriving at the Student Contribution amount.</p>
<p>When you add the Parents&#8217; Contribution to the Student Contribution, the total is called the Expected Family Contribution (&#8220;EFC&#8221;). You then take the Cost of Attendance (&#8220;COA&#8221;) and subtract the EFC to arrive at Financial Need.</p>

			<content:encoded><![CDATA[<p id="body">When most public safety professionals think of applying for grants, many think more of grants that are available for Fire or Police departments. After all paying for big fire engines and long term law enforcement training is a big expense that many departments cannot afford on their own or with local donations.</p>
<p>However, EMS stands to gain much from grants. Not only can they pay for new ambulances, but they can pay for training, equipment and more. As an example &#8211; one organization acquired a grant to pay for a multitude of training equipment to annually inservice their employees on skills not done on a day to day basis.<span id="more-42"></span></p>
<p>They sold the idea on meeting broader EMS standards and better patient care. Now that the stone is set for this, they can ask for new grants each year to update the equipment, add more skills or training and who knows what else they can work into the grant application.</p>
<p>Now it is important to remember that some grants are specific to what you can apply for. Some are for equipment only and others may be for a &#8220;study&#8221; project. So, read the application guidleines carefully so you don&#8217;t waste your time applying or get into trouble being awarded a grant you do not qualify for.</p>
<p>The whole process of applying can be quite frustrating, but it is possible. Below are some tips to point you in the right direction. It can be simpler than you think.</p>
<p>One thing you want to do is use the KISS principle (Keep It Simple, Silly) when writing your applications. Your proposal should not leave room for interpretation of what you are saying. Be clear and concise.</p>
<p>When writing your proposal ask yourself these types of questions.</p>
<p>&#8220;Where could your department best use the money?&#8221;<br />
&#8220;How has a lack of funding affected your department&#8217;s ability to respond, train and operate?&#8221;<br />
&#8220;What information and data would make your case stronger?&#8221;</p>
<p>By doing this before the application process starts you will be better prepared to to submit it on time with as many variables to support your request for the grant as possible.</p>
<p>When reading the grant submission guidleines, you may see words like &#8220;should&#8221; or &#8220;shall&#8221;. Whenever you see these words in a grant application, interpret them as being a &#8220;MUST&#8221;.</p>
<p>Another thing you need to address is &#8220;will it meet standards?&#8221; If the grant guidelines talk about meeting a standard, then make sure in your narrative that you quote that the equipment, training, etc., will meet the standard.</p>
<p>Keep in mind that many grants get rejected simply because the funding source ran out of money. There&#8217;s always next month, year etc. and there&#8217;s always another grant that can suite your needs. Don&#8217;t give up.</p>
<p>Grant reviewers love interagency cooperation. They actually encourage this and better yet, reward you for doing it. So when ever possible try to coordinate with other area agencies to train their officers.</p>
<p>Not only will more officers be proficient with the equipment, but noting this cooperation on your grant application will up your award odds.</p>
<p>Now, should you get a &#8220;No&#8221; on your grant request, it does not mean it will never happen. Most grant applications get rejected more times than they get funded. That old saying of a &#8220;squeaky wheel eventually gets oiled&#8221; is very true when it comes to grant writing. Persistence and practice will put you on the road to success.</p>
